A Lifetime of Service
Pastor Irvin L. Barrett has dedicated his life to serving. Born into a strongly religious family in Broadview, Illinois, he served as an altar attendant, Jr. deacon, and deacon before preaching his first sermon at the age of 15.
He currently enjoys his third pastoral leadership at Shalom Community Fellowship Church, and his family wife, Nickquolette, and children, Irvin II and Nadia, reside in Allen, Texas.

Pastor Barrett served as the treasurer for the National Presidents, Moderators, Pastors & Ministers Conference, and is a member of the Beaumont Area Pastor's Council, the Minister's Union of Beaumont TX, the Missionary Baptist General Convention of Texas, and is a General Bowen District Association Junior Women Sponsor. He has served as President of the Minister's Conference, the Concerned Clergy Coalition of Golden Triangle, Northeast Houston Interfaith Council, and as Vice Chairman of the Evangelical Board. Outside of ministry, he continues his life mission to serve as a BISD Key Communicator at Lamar Early College Campus, Clergy in the Court for Kids with Child Protective Services as Pastoral Liaison, and a Beaumont Clergy Police Officer. In his spare time, he works with youth Recovery Communities and fosters Community Dialogue.

As a community servant and your next Justice of the Peace, Reverend Barrett wants you to understand the role. The Justice of the Peace handles truancy cases, tenant and property management disputes, and small claims making it one of the most community-facing positions in the local judicial system.

Education
Every child deserves the chance to receive an education. As justice of the peace, Pastor Barrett handles truancy cases from various ISDs in prencit 3.
Preventing Truancy
Work with teachers and administrators across the ISDs to identify at-risk students early and intervene beforehand, ensuring they have the proper tools to succeed both in and out of the classroom.
Community-Driven Sentencing
Instead of tracking truant students toward juvenile incarceration, focus on community service, additional tutoring, and monthly check-ins with a support team to instill responsibility and show the power of an education.
Accessibility
The justice of the peace works for the people. Collin County is full of hard-working individuals, and the court should be accessible to them
Weekend Court
Offer weekend court dates for people who work full time, have caretaker obligations, or are full-time students. This saves county tax dollars while accommodating taxpayers’ schedules.
Virtual / Zoom Court
Continue virtual court hearings on a continual basis, as pioneered during the pandemic. This keeps the court efficient, saves tax dollars, and ensures operations can continue during outbreaks.

Our environment is our community. As justice of peace, Pastor Irvin will handle tenant and property management disputes as well as small claims disputes between community members

Understand both tenant and property manager perspectives. Stop baseless evictions while ensuring tenant accountability. Fairness from both parties builds a working partnership the justice can mediate.
Small Claims Disputes
The Justice of the Peace is one of the few courtrooms where parties often represent themselves. The Justice should educate, encourage, and help every resident participate in their local judicial system with respect.
